Operating Regulations

As Visa Inc. continues to evolve, we remain committed to offering greater insight into our operations. As part of efforts to be transparent, we are pleased to provide the latest edition (dated Nov. 15, 2008) of the Visa International and Regional Operating Regulations. While these Operating Regulations govern how our client financial institutions use the Visa payment network, we believe that providing access to this information benefits all Visa stakeholders.

In order to ensure cardholder security and the integrity of the Visa system, we have omitted certain proprietary and competitive information and other details relating to the security of our network. In the merchant rules, for example, we have omitted floor limits by country code and processing codes that identify full track data; information which, in the wrong hands, could aid fraud.

The Regional Operating Regulations apply only to the operations of client financial institutions within each respective region (e.g., the Visa USA Inc. Operating Regulations only apply to financial institutions in the U.S. region). In addition, Visa Europe is a separate entity that is the exclusive licensee of Visa Inc.'s trademarks and technology in the European region and, as such, member financial institutions of Visa Europe are governed by the Operating Regulations of Visa Europe.
