NASA FCU reduces cross-border fraud by 71% with Risk Advisor

Challenge

NASA Federal Credit Union is committed to delivering secure, seamless digital payment experiences for its members. Recognizing the rapid growth in cross-border transactions, NASA FCU engaged Visa Managed Services for DPS Risk Advisor, a service that provides fraud consulting and analytics expertise. Together in early 2025, NASA FCU and Visa DPS Risk Advisor evaluated and strengthened NASA FCU’s 3DS fraud prevention tools.

As part of this initiative, the Visa risk experts conducted a comprehensive review of confirmed 3DS fraud cases from the previous two to three years to identify patterns and assess whether certain regions were more susceptible to fraud. The analysis revealed that specific geographies consistently put cardholders at higher risk.

Solution

After the Visa DPS Risk Advisor team recognized the need for further authentication for cross-border transactions, it began to leverage the Issuer Consumer Authentication Service (ICAS) as the decisioning engine for accepting or declining transactions. The Visa team fine-tuned and deployed targeted 3DS rules to reduce exposure in high-risk areas.

Results

Using Visa Data Manager’s performance scorecard, NASA FCU was able to clearly track and quanitfy the impact of its fraud prevention efforts with the following results:
71 % reduction in 3DS fraud losses compared to the same period a year before.

2.4k % ROI based on internal ROI analysis, NASA FCU realized $23.76 in fraud prevention value for every dollar invested in Visa Managed Services supporting ICAS. This represents a return on investment (ROI) of 2.4k%.
