

Each and every member of the payments ecosystem has a role to play in keeping commerce secure. At Visa, this is a top priority; the Risk organization collectively spends every minute of every day monitoring, innovating, collaborating to make sure everyone, everywhere making a payment on the Visa network can do so seamlessly and securely.
What’s happening
Over the years, Visa has worked closely with issuer and acquirer clients to establish standards and programs to ensure that any business or entity that facilitates payments on the Visa network is also doing their part toward a more secure ecosystem. In 2024, the Visa Acquirer Monitoring Program (VAMP) was announced combined these rules into one program with three very simple goals: reduce fraud, eliminate friction for consumers and lower the operational burden on Visa clients. We’ve made further updates to address feedback from the industry, including acquirers, merchants and industry groups.
What’s new
While the tenets of the program remain the same, we’re adjusting the formula used to identify high-fraud parties to include all disputes¹ — both fraudulent and non-fraud — to better deliver on the goal of eliminating friction for end customers. This means that merchants, fintechs and their acquirers with high levels of disputed transactions will have increased incentive to review their business practices (everything from assessing the quality of the products and services provided to enhancing their marketing channels and messages to implementing fraud prevention tools proactively), and provide what their customers expect, how and when they expect it.
Why it matters
Visa’s brand is built on trust, and we feel a responsibility to help drive secure innovation in payments. We work with clients and third parties across the industry to improve trust in payments and to protect consumers. Programs like VAMP, Visa Integrity Risk Program (which works to prevent, identify and remove illegal activity from the Visa network) and Fraud Reporting and Control Program (the only industry-wide standard for more accurate fraud reporting), are Visa's way of keeping our brand promise and ensuring industry accountability for facilitating secure commerce.
